@waifu If you power down the vps your instance will not be accessible (cuz you machine is down, duh) , the web interface of digital ocean is ok for that, but why would you power down the vps for backup?
The next question it depends on how you setup pleroma, but probably the answer is yes.
Yes, you need to add an A record for that. (networking/domains tab of digital ocean)
Yes, you need to point the A to you vps and edit the webserver to serve whatever you want.
Connect via ssh/sftp (can use putty/filezillia for that) and retrieve the data wherever the data is
Dont know, I think will only make it slower but if you run out of disk space will crash and slow down your machine to almost unusable. (happen to me once with another service)
