Ally propaganda is all about organizing towards some goal. It's about getting the common man used to some foreign concept, or explaining things in a way that a child can easily understand. This normalization is to prepare people for when you roll out change.
Enemy propaganda is about making it so other groups cannot as effectively mobilize against you. Either you try to send them down a path that leads to nowhere, or to a group or organization that you have a strong amount of control over.
Often times both of these can be used together. However treating your allies like potential enemies results in purity spirals, and is one reason why the modern world feels so dysfunctional.
